Yes, a Starlink Roam plan works on US lakes and rivers, moving or anchored. Starlink says Roam covers anywhere in your home country, including inland waterways, marinas and coastal waters, and that every Roam plan allows in-motion use on inland waterways. For weekend lake days, Roam 100GB at $55/mo is usually enough. You don’t need Ocean Mode or a marine plan for inland water; those matter on the coast and offshore.
The only places inland boaters hit rules are where lakes meet the coast or the Canadian border. Here’s the whole picture.
Where each rule applies on the water
| Zone | Roam covers it? | In motion? | Limit |
|---|---|---|---|
| Inland lakes and rivers | Yes | Yes | None beyond your data allowance |
| Marinas | Yes | Docked | Starlink says the map shows them black, but stationary service is available |
| Territorial waters, up to 12 nm | Yes | Yes | without Ocean Mode, Roam use in territorial waters is limited to 5 days in a row and 60 days a year |
| Beyond 12 nm | Only with Ocean Mode | Yes | beyond 12 nautical miles you need Ocean Mode, which only Roam Unlimited offers, billed per GB until you turn it off |
The coastal limit came in October 2024, when RV Mobile Internet reported Roam use in territorial waters being capped at “5 consecutive days at a time and a total of 60 days over the course of a year”. It’s still in Starlink’s Ocean Mode article today. It’s a coastal rule. We haven’t seen Starlink apply it to inland lakes or rivers.
Plan options for inland boaters
Prices from starlink.com’s public order data, with the date we checked them on hover.
| Plan | Monthly price | Data | Good for |
|---|---|---|---|
| Roam 100GB | $55/mo | 100GB, then low-speed | Weekend lake days, fishing trips |
| Roam 300GB | $80/mo | 300GB, then low-speed | Boat is your summer camper; daily streaming |
| Roam Unlimited | $175/mo | unlimited high-speed data on land | Heavy use, or trips offshore and abroad |
| Local Priority 50GB | $55/mo | 50GB priority data | Starlink says inland coverage including lakes and rivers; not coastal water |
How much is a lake weekend? Using our data-use reference: weather, charts, messages and music run about 1 GB a day in our planning numbers; add an evening of HD streaming and it’s about 7 GB a day. A two-day weekend with streaming is about 14 GB. Four of those in a billing month still fit 100GB.
Roam’s typical speed range, by Starlink’s own numbers: 65–260 Mbps down and 15–35 Mbps up (typical, Starlink’s global 20th–80th percentile). Starlink also says Roam plans are deprioritized compared with other plans at busy times.
When the boat lives at the lake all season
If the boat sits at one marina slip for the summer, you might wonder about a fixed-address plan. Residential is tied to one land-based address and doesn’t allow in-motion use: Residential service works only at the registered address; using it anywhere else needs a Roam plan. A boat that leaves the dock needs Roam. Our Roam vs Residential guide covers part-time fixed setups.
Border lakes and rivers
Lake of the Woods, Lake Champlain, the St. Lawrence and the Great Lakes all cross into Canada. Two rules apply:
- Region: Roam 100GB and 300GB work only in your home country or grouped region: for US accounts, the US, Canada, Puerto Rico, US Virgin Islands, Guam, American Samoa and the Northern Mariana Islands. So Canadian water is inside the region for 100GB and 300GB.
- Registration: Travel Registration with a passport or other government photo ID is required before use outside your home country. Do it before you cross. Starlink also says billing continues if service is disabled because Travel Registration is incomplete.
We couldn’t find Starlink saying whether the Great Lakes count as inland water or as territorial water for the 5-day, 60-day coastal limit. We list that as unverified. If you plan long stretches on the Great Lakes, ask Starlink support before you go and keep the answer in writing.
Mount basics for a lake boat
Starlink’s boat install guide is the reference here:
- Sky view: an unobstructed 360° view of the sky from 20° above the horizon up. Bimini tops, T-tops, radar arches and fishing rods all poke into that cone.
- Dish choice: Starlink calls the Standard 4 X “more sensitive to obstructions” on boats and recommends Performance kits for marinas. On open lakes the Standard often works; at a busy marina with masts all around, it’s more likely to drop.
- Tilt: the Mobility Mount holds the dish at a fixed 8° tilt, mostly to shed water. Starlink says flat installs are fine for fast boats to cut drag.
- Fasteners: use removable thread locker (such as Loctite 222) on all mount fasteners so they don’t shake loose.
- Connectors: Starlink says to point them down or sideways so water doesn’t get in.
- Cable bends: no tighter than 5 cm (2 in), per Starlink.
- Water rating: IP67 (the Mini only with its DC cable and Starlink plug installed). That’s about rain and spray, not dunking; Starlink says the cable isn’t rated to be under water.
Pontoons, bass boats and ski boats each mount differently. Our boats guide covers mounting by boat type.
Dated changes boaters should know

Three lake-boater setups
The weekend angler. A bass boat or skiff, out on Saturdays from April to October, phones working near the ramp but not in the far coves.
- Plan: Roam 100GB ($55/mo) in the months you fish, or nothing at all if a phone covers the spots you fish. Weather, maps and messages are light.
- Mount: small and removable, high enough to clear the console and rod holders. Speed and spray favor a low, flat install on fast boats, which Starlink says is acceptable for high-speed vessels.
The family pontoon summer. A pontoon at a lake cabin or campground all summer, kids streaming on the water some afternoons.
- Plan: Roam 300GB ($80/mo) if the boat is also the evening hangout; 100GB if the cabin has its own internet.
- Mount: clear of the Bimini top when it’s up, or accept that the dish only works with the top down.
The river cruiser. Weeks moving along a river system, anchoring or tying up most nights, sometimes under bridges and through locks.
- Plan: Roam 300GB or Unlimited, depending on streaming and work. Rivers are inland water, so the coastal day limit isn’t the issue; bridges, locks and tree-lined banks are.
- Mount: a fixed mount as high as practical, with the cable routed so it can’t be pinched in a lock.
In all three, check your sky view the same way RVers do: the app’s Check for Obstructions tool, held where the dish will sit. Our 5-minute sky check works on a dock too.
Common mistakes
- Buying a marine plan for a lake. Inland water is covered by Roam.
- Turning on Ocean Mode “just in case”. Starlink bills it per GB until you turn it off, and it also bills on land when it’s on.
- Mounting under the Bimini. Even a small top blocks part of the sky.
- Forgetting Travel Registration before crossing into Canadian water.
What we don’t know
- The Great Lakes question above: inland or territorial for the coastal limit.
- How your marina performs. Masts and covered slips vary; recent reports from your marina beat any rule of thumb.
What to do next
Check the dated boating rules in the rules changelog, then size your allowance with the travel plan picker. If the lake has good cell coverage near shore, read cellular first, satellite second; you may only need satellite in the coves.
Questions people ask
Does Starlink Roam work on a lake?
Yes. Starlink says Roam plans include countrywide coverage including inland waterways and marinas, and every Roam plan allows in-motion use on inland waterways.
Can I use Starlink while the boat is moving on a river?
Yes, on a Roam plan with a supported dish on a fixed mount. Starlink lists inland waterways as covered for in-motion use. Residential plans don’t allow in-motion use anywhere.
Do I need Ocean Mode on a lake?
No. Starlink says Ocean Mode is required beyond 12 nautical miles from land, and that it lifts the coastal limit in territorial waters. Inland lakes and rivers are covered by Roam without it.
Which Starlink plan is best for weekend lake trips?
Usually Roam 100GB at $55/mo. Weather, maps, music and an evening show over a weekend fit easily. Step up to 300GB if the boat is also your summer camper and you stream daily.
Why is the lake black on the Starlink map?
Starlink says marinas, coastlines and inland bodies of water show black on its availability map, but service is available there for stationary use. Roam’s own coverage also includes inland waterways in motion.
What about the Great Lakes?
Lakes shared with Canada raise two questions: Canadian waters count as outside your home country, which needs Travel Registration; and we haven’t found Starlink stating whether the Great Lakes count as inland water or territorial water for the coastal limit. Treat that as unverified and check with Starlink before a long trip.
