As of our last check, every Roam plan (100GB, 300GB and Unlimited) allows in-motion use up to 100 mph in authorized places, including the US. Residential plans don’t allow it, and Standby Mode isn’t meant for it. That’s the end of a long run of changes: in-motion went from not allowed (2022), to allowed only with an expensive flat dish, to capped at 10 mph on travel plans (late 2023), to highway speed on every Roam plan (late 2024), with tighter edges added in 2026.
Below is each change by date, what it meant at the time, and who it affected. Every row also lives in our travel-rules changelog, which has a CSV if you want to cite it.
Today’s in-motion rules
Before the history, here’s where things stand, from Starlink’s help center as we last read it.
| Plan or mode | In-motion allowed? | Notes |
|---|---|---|
| Roam 100GB, 300GB, Unlimited | Yes | Up to 100 mph; land, inland waterways and territorial waters up to 12 nautical miles out |
| Residential (any) | No | in-motion use is not permitted on any Residential plan |
| Standby Mode | No | Standby Mode is not intended for in-motion use |
| Local Priority | Yes | Inland coverage including lakes and rivers; not coastal waters |
| Global Priority | Yes | Land and ocean, wherever Starlink is available |
Hardware matters too. Starlink lists these as supported for in-motion use: Performance (Gen 3 and Gen 2), Standard 4, Standard 4 X and Mini; actuated (motorized) dishes are not recommended. It adds that motorized dishes can cause injury or damage, or void the warranty, if used while moving.
And geography: the United States is on Starlink’s list of approved in-motion markets. On the other side of the southern border, in-motion use on land is prohibited in Mexico (boats only there).
The timeline
May 23, 2022: the RV plan launches, stationary only
Starlink’s first travel plan for RVs was announced with in-motion use not allowed. You parked, set up, and used it. Driving with it on wasn’t supported. (Source: Space Explored.)
Who it affected: every early RV customer. Anything written in 2022 about “just leave it on the roof while you drive” was against the rules then.
October 25, 2022: in-motion with the flat dish
Starlink announced in-motion use on the RV plan with the Flat High Performance kit, first sold through Winegard. The standard dish stayed stationary-only. (Source: RV Mobile Internet.)
Who it affected: RVers willing to buy a much more expensive flat dish and mount it permanently.
October 1, 2023: the 10 mph limit
Starlink began enforcing a rule that in-motion use of mobile data on the Regional and Global travel plans was limited to under 10 mph. Highway-speed use needed a priority plan. RV Mobile Internet reported there was no grandfathering.
Who it affected: travel-plan customers who used Starlink on drive days. This is the rule behind a lot of 2023–2024 forum posts saying “Starlink doesn’t work while driving unless you pay for priority.”
July 11, 2024: the Mini brings highway-speed in-motion
When the Mini went on sale to everyone, it came with a Mini Roam 50GB plan that allowed highway-speed in-motion use on land. (Source: RV Mobile Internet.)
Who it affected: budget travelers. For the first time, in-motion didn’t require a priority plan or a pricey flat dish.
October 10, 2024: in-motion up to 100 mph on every Roam plan
Roam 50GB and Roam Unlimited replaced the old Mobile Regional and Mini Roam plans. Both supported in-motion use up to 100 mph, on any supported hardware, on land, inland waterways and the coast out to 12 nautical miles. (Source: RV Mobile Internet.)
The same month, a new coastal rule arrived: Roam use in territorial waters was limited to “5 consecutive days at a time and a total of 60 days over the course of a year”. Starlink still states that limit today: without Ocean Mode, Roam use in territorial waters is limited to 5 days in a row and 60 days a year.
Who it affected: everyone on a travel plan. This is the change that made “Starlink while driving” normal for RVers and van-lifers. Boaters got a new limit at the same time. Our lake boating guide covers what it means on the water.
March 3, 2026: the 100 mph cap gets teeth
Roam had always been advertised for in-motion use up to 100 mph, but faster use wasn’t blocked. Starlink began restricting service above 100 mph on Roam and Priority and added aviation plans for faster craft. (Source: Sporty’s.) Starlink’s alert list now includes “Starlink moving too fast”, with Roam’s limit listed as up to 100 mph.
Who it affected: mostly pilots. RVs at legal road speeds are well under 100 mph. If you see that alert in an RV, it’s worth reading our “moving too fast” explainer, because the usual cause is the plan, not your speed.
March 9, 2026: Standby blocked while moving
Starting in late February 2026, Standby users reported the app showing “Starlink disabled while moving” on the road, and support citing Starlink’s line that pausing with Standby Mode is not intended for in-motion use. (Source: Drive Tesla Canada, reported.) Before that, some RVers kept Standby on during drive days for low-speed navigation and messages.
Who it affected: RVers who paused between camps and still expected a trickle of data while driving. If you drive on Standby now, expect no service.
What each era means for advice you read online
| If the advice was written… | It may assume… | Today |
|---|---|---|
| Before October 2022 | No in-motion at all | Allowed on every Roam plan |
| Oct 2022 to Sep 2023 | You need the flat high-performance dish | Standard 4, Standard 4 X and Mini are supported |
| Oct 2023 to Sep 2024 | 10 mph limit unless you pay for priority | Up to 100 mph on Roam |
| Before March 2026 | Standby gives low-speed data while driving | Standby isn’t for in-motion use |
| Before October 2024 (boats) | Coast to 12 nm treated like land | 5 days in a row, 60 days a year, unless Ocean Mode |
Old claims you’ll still see, checked
| Claim you may read | Status today |
|---|---|
| “Starlink can’t be used while driving.” | Out of date. Every Roam plan allows in-motion use up to 100 mph. |
| “You need the expensive flat dish to drive with it.” | Out of date. Standard 4, Standard 4 X and Mini are on Starlink’s supported list. |
| “Travel plans are limited to 10 mph.” | Out of date for Roam since October 2024. |
| “Leave it on Standby while you drive for maps.” | Out of date. Standby isn’t intended for in-motion use. |
| “Residential works on the road if you change the address.” | Still wrong for driving: in-motion use is not permitted on any Residential plan. |
| “The coast out to 12 miles is the same as land.” | Out of date: without Ocean Mode, Roam use in territorial waters is limited to 5 days in a row and 60 days a year. |
What still hasn’t changed
- Safety. In-motion use is for passengers. Never set up or adjust gear while driving.
- Mounting. In-motion needs a fixed, secure mount. Starlink says actuated (motorized) dishes aren’t recommended in motion, and damage while moving can affect your warranty.
- Obstructions. Overpasses, tunnels and tree tunnels still interrupt service on the move. See why the signal drops on the highway.
How to stay current
- Check the date on any post or video before acting on it.
- Follow our rules changelog. Each change gets a row with the source and the date we verified it, and the news page explains what it means.
- Read Starlink’s own page “Can I use Starlink in-motion?” before a big trip. It’s the rule that counts.
What we don’t know
- Why Starlink changes these rules. It rarely explains, and we don’t guess.
- Exact enforcement details. For example, how quickly Standby is cut off once you start moving. Reports vary, and Starlink doesn’t publish it.
- What changes next. In-motion rules changed twice in early 2026 alone.
What to do next

Questions people ask
Is Starlink in-motion allowed on Roam plans?
Yes. Starlink says every Roam plan (100GB, 300GB, Unlimited) allows in-motion use, including inland waterways and territorial waters up to 12 nautical miles out. The supported speed is 100 mph, in places where in-motion use is authorized. The US is on Starlink’s list of approved in-motion markets.
Did Starlink remove the 10 mph limit?
For Roam, yes. The 10 mph limit applied to the old Mobile Regional and Global plans from October 1, 2023. When Roam 50GB and Roam Unlimited replaced those plans in October 2024, in-motion support up to 100 mph came with them, per RV Mobile Internet’s report.
Can I use Starlink while driving on Standby Mode?
No. Starlink says Standby Mode is not intended for in-motion use. Reports from late February and March 2026 describe the app showing “Starlink disabled while moving” for Standby users on the road.
Is in-motion allowed on Residential?
No. Starlink says in-motion use is not permitted on any Residential plan, per its Fair Use Policy. Residential works only at the registered address.
What happens above 100 mph?
Starlink says Roam and Priority plans support in-motion use up to 100 mph. Above it, the app shows a “moving too fast” alert and service is restricted until you slow down. That limit mostly affects aircraft; RVs at legal road speeds are well under it.
Can I use Starlink in motion in Mexico or Canada?
Canada is on Starlink’s approved in-motion list. In Mexico, Starlink says in-motion use on land is prohibited; maritime use is allowed there.
